Ontario has NOT eliminated surtaxes.

Plan for Care and Opportunity Act (Budget Measures), 2018, S.O. 2018, c. 8 - Bill 31, received Royal Assent on May 8, 2018, just before the Ontario Election.  I erroneously reported that the Legislation eliminated the surtaxes and made adjustments to the personal income tax brackets and rates. Unfortunately, I based my report upon an article that I had recently read. I looked up the legislation and discovered that while Bill 31 did many things to extend the Liberal's legacy, it did not make the changes to the tax brackets proposed in the Budget. Mea culpa! Projections of Asset Values During Retirement

There is a report in the Software that appears when you select [View] [Projections of Net Worth]. This report details the many amounts involved involved in the calculation of the values of a client's RRSPs, RRIFs, LIRAs, TFSAs and Tax-paid capital. These amounts include such things as RRSP contribution room, eligible dividends and other investment earnings. In particular, this report, [Projections of Net Worth], gives a breakdown of the amounts reported on the [Projections of Retirement Incomes] under the title "Adjustments for tax-paid capital". Withdrawals from RRSPs and RRIFs

A planner asked how he might make additional withdrawals from a client's RRIF. He succeeded by selecting [View] [Projections of Retirement Incomes], and entering positive amounts on the row entitled, "RRSP/RRIF Withdrawals (Contributions)".
